As parents, families, and community members, the Lincoln Elementary PTSA offers support to staff and students to ensure that our children are equipped with the best learning environment possible. Through community-building events, school-wide assemblies, volunteer engagement and fundraising, we are committed to supporting the Mission and Vision established in the ‘22-’25 Strategic Plan. Learn more on our website here!

Functions of the Treasurer Role, as stated in the PTSA Bylaws: 
Section 4. The treasurer shall:

  • Have custody of the funds of this local PTSA;

  • Maintain a full account of the funds of this local PTSA;

  • Make disbursements as authorized by the president, the board of directors or the membership of this local PTSA in accordance with the budget adopted by this local PTSA;

  • Be one of the signatory on all PTSA accounts. 

  • Cause to be kept a full and accurate account of the receipts and disbursements in the books belonging to the Lincoln PTSA;

  • Provide a financial report to the board of directors and the membership at each meeting;

  • Provide an annual report of the financial condition of the organization to the membership at the meeting following the financial review/audit;

  • Submit the books annually for a financial review/audit by an auditor or a financial review committee selected by the board of directors. 

  • Support the PTSA team with periodic financial inquiries.


Candidate for Treasurer: Doug Lazure

Doug Lazure
Finance Manager, Department of Transportation and Infrastructure

Doug is the Finance Manager for Department of Transportation and Infrastructure (DOTI) for the City and County of Denver, where he is responsible for the finance and accounting for the City’s largest agency. Prior to working at the City, he served as the Controller at Colorado State University’s Global Campus (CSU-Global), where he managed the Accounting and Finance departments while also serving on the University’s Leadership team. Doug also worked for several Fortune 500 Companies, including Xcel Energy, PepsiCo, Ernst & Young, and ConAgra Foods in Denver, Chicago, and Omaha. Doug is a licensed CPA and has a Masters of Business Administration from the University of Colorado at Denver, with a specialization in Business Strategy. Doug also holds dual Accounting and Finance degrees from Creighton University.

Doug moved to Denver in 2009 and is very active in the Denver community. He was chosen by the Denver Metro Chamber Leadership Foundation to participate in the Spring 2018 Impact Denver Leadership program. He currently serves as the Treasurer of the non-profit Kids in Need of Denistry (KIND), whose primary function is to increase access to positive oral health experiences, treatment, and education with kindness, regardless of ability to pay. Doug was a Board Member on the Mile High United Way Emerging Leaders Council (ELC) for several years and is currently a member of Mile High United Way's Catalyst Society Board. Doug and his wife, Julia, are proud members of the Lincoln Elementary School community, where both of their daughters attend school.
